Anyone know how to setup a PDBA for Education Assistance Reimbursement?

We have a need to reimburse employees for taking non-job related education classes, but only tax them for yearly amounts over the IRC Section 127 exemption amount of $5,250.  Oracle doesn't seem to have Section 127 listed in their exemption settings in the Pay DBA exemption setup.
