RDA Fails To Connect to DB as SYS

To all,

I have two database instances on a Windows 32-bit, non-RAC, 11.2.0.2 home.

I can use SQLPLUS to successfully connect "SYS AS SYSDBA" to either instance through my TNSNAMES.ORA file. 

When I run RDA, I provide the correct SYS user password but RDA fails to connect and produces a TNS error.

When I condirm the RDA installation by running "rda.cmd -v", it returns: "No issues found"
