Setup Table Depreciation Method but Assets are not depreciating

I have setup a new depreciation method as a Table/Cost method with a rate table defined as such:

Year 1 - Period 1 - Rate: .25

Year 2 - Period 1 - Rate .50

Year 3 - Period 1 - Rate .25

But when this is assigned to an asset and the asset is placed in Service with a date 13 months in the past when we run depreciation it does not calculate any depreciation on this asset.  I have looked every where but I can't figure out why these assets are not depreciating.  Any help would be appreciated.
