fast start failover observer question

Hello,

I had a question regarding starting an observer in windows environment.Our production/standby are on linux and the decision is to run the observer for fast start failover from a windows server which hosts the client applications. Does anyone know how to run the obserever process in the background? I have found metalink notes on how to do this on a linux environment but none on Windows. Please advice.
