using fnd_message in custom trigger to validate various data elements

Receiving "Application Emergency Message" Message Dictionary couldn't open the FTL application message file.  Message Dictionary Error - A file pathname could not be constructed for the application FTL. This error often indicates that the Application Basepath (e.g. FND_TOP_) or Subdirectory (APPLMSG) environment variables do not have a valid value. 

We have confirmed that both variables are correctly set

We have confirmed the message file exists where it is supposed to be and have regenerated the file using the concurrent request - without error.

We have determined that this problem exists ONLY the first time fnd_message is called from trigger after login to the application.
