low cost/high volume material in discrete environments

 I am exploring the different ways Oracle EBS clients process low cost/high volume material in their discrete environments.  Most seem to use the Blanket PO/Release process.  This is good for some items where you need to know a quantity on hand.  I am looking for how users manage very low cost items that are not worth counting or even maintaining a quantity in the system.  

I know I can use the BULK item template and supply type for these items.  This still allows us to have a quantity on the BOM but doesn't perform any transactions to reduce the material in stock.  These supplier terms are managed with a Contract PO.  The invoice would come in manually or through iSupplier.  The cost of these items is accounting for with a material overhead.
