I would like know What is IAS ? and Do I need IAS for OEBS 11.5.10.2

Hello,

   I use OEBS 11.5.10.2 I do know It I need IAS, version 10.2.0. because for me I use only apache.
Because I see the price and it's very expensive.
Who can explain me ?
