Manually Adding Billable Freight Charges

We are migrating from Xe to 9.0 and use Advanced Transportation.  In Xe, we had situations in which we would add Billable Freight charges (some times as a credit) to a shipment and it would get processed to the sales order via Freight Update.  This was manually accessed through Work With Shipments and then going to Shipment Charges screen to update the Billable charges.

This appears to have been changed in 9.0.  When we try to get to the Shipment Charges screen, the fields are locked out.

Does anyone know the best method to accomplish this?
