After upgrade from 11i to R12.1.1, why custom form not showing Controls

Hi,
custom form not showing Controls in R12.1.1
Existing working form version in 11i Oracle Forms Version : 6.0.8.28.0.

open the forms with froms designer 10g and save the forms in the new format  and compile using frmcmp_batch but still problem exist.
Any help !!
