Exemption from Local Tax

IN HCM 9.0 in setting up an employee's local tax data to have a zero deduction amount, I have selected the Maintain Taxable Gross; LWT zero unless specified in 'Additional Withholding' below  and it seems to working ifine. OUr payroll manager seems to think that  by putting 999 in the Local Withholding Allowances that it should work. Has anyone tried using the "999" option?
