Labels Printing even when WIP completion does not go through

We have configured Oracle  to print labels for  WIP Completion Transcaction.We have had a few cases where the labels print with some default data even when the user encounters some sort of error on the WIP completion(like the record is locked by another user etc) and the transaction does not go through.Has anyone seen these type of issue and have any ideas on what might be causing this?

We are not using WMS and the wip completions are from the desktop forms and our setups are pretty much standard Oracle.
