user equivalence stopped working

This is 10.2.0.4 two node RAC on linux RHEL 5.2.

User equivalence for userid oracle was configured and working properly.

It is now broken.

The Oracle RAC is operating fine now, but if we reboot, will user equivalence be required on startup?

any information would be appreciated.
