New functionality in 9.0 for ESS time entry

We are currently in the process of upgrading to 9.0 from 8.12 and would like to know what others are doing with the new functionality in ESS for submitting time cards.  Previously, once an employee saved a timecard it was available for the manager to approve or modify.  Also with a saved status, the employee could continue modifying their own time card.  In 9.0 it seems that the manager can no longer amend or approve a time card that is in a saved status.  And once it is in a submitted status, the employee can no longer make changes.  What
