Cartridge Deployment Error - how to solve it?

Hi,I've just installed:
Oracle Database 11gR2
WebLogic 10.3.3
Design Studio 3.1.3.1
OSM 7.0.3
Everything on WIndows.

I'm unable to deploy even the simplest cartridge. I've got an error:
