Fixed Assets security profile in 11i not working after application of HRMS patches

Hi


We are on 11.5.10.2 and we applied HRMS patch 6699770. 
After the application of above patch we find that all the FA security profiles have become disabled .i.e. all FA responsibilities are showing all FA asset books without any restriction. 

One of the solutions given in Support pages was to have profile option JG: Application set to 'Assets' on responsibility level.

I believe this is a globalization profile, what exactly does that mean ? And what is the impact ? Is there any other solution to this issue.
