All my Orders are stuck in Reprocess order form though Order Capture is running for every 15 minutes

All my Orders are stuck in Reprocess order form though Order Capture is running for every 15 minutes. Hence Extended warranties are not creating automatically

I need to resubmit all my sales orders manullay thru Reprocess Order form then only extended warranties are creating.

can you pls suggest why this is happening.
