DQM Serial Sync Index Program is not automatically launched

Hi All,
Can any body tell me why DQM Serial Sync Index Program is not automatically launched when a new customer is successfully imported through

I have set up following profile options
1. Profile Name HZ: Enable DQM Party Search 
    Site Level Value:   No 
    Responsibility Value:   Yes  

2. HZ: Match Rule for Organization Simple Search
    Site and Responsibility value: HZ_ORG_SIMPLE_SEARCH_RULE

3. DQM Synchronization Method setup in Trading community Manager is set to Automatic

Despite all the above setups, customer import program is not automatically launching DQM Synchronization Method 

It used to run properly until last 2 days, we have disabled customer program for some reason, then enabled after a day, then onwards DQM Synchronization Method is not getting invoked
