R12.0.4 - Positive Pay File - Amount format does not always show decimal points

We are on Oracle Payables R12.0.4.

In the positive pay file that we sent to our bank, the amount field does not always show the same number of decimal points.  For example, some amount is displayed as 251, others as 123.4, or 45.89. The bank's system assumes two decimal points in the amount field. As a result, bank reads 251 as 2.51.  Bank says the 251 should be 25100 in the file.  But bank does read amount 123.4 ok.

Our questions are:

1. Why is Oracle inconsistent in displaying the amount?

2. Where do we specify the decimal point of the amount file in the file?
