BI publisher Layout template editor UTC date issues

Hello

I have a report that has a few dates on it, both on the parameters (which are displayed on the report) and in the data returned from the query.

The date in the parameter is in the format 2011-09-01T00:00:00.000+12:00 which I understand is UTC. I then wanted this displayed on the report as 1-09-2011. So I figured I could just drag the parameter into the report from the data sources window and then select the date format dd-MM-yyyy from the data formatting drop down.

However this turns the date into what I think is greenwhich mean time (GMT+0) so
