Adding Years to Planning with CapEx Module

We are running Planning 9.3.1 with the CapEx module installed with the Classic App Admin rather than EPMA.  We have never been successful in using CapEx for budgeting despite having it for several years.  It has only been used to store future depreciation of actual existing assets.  We are attempting to use it now for budgeting, but no longer have enough years to fully depreciate the assets we add for the budget.  I went into Administration -> Dimensions and selected Years.  I added years here, but they now show up in the outline after "No Year".  I read that No
