Unable to see Admin Tab

Hello Experts,

The Admin Tab was present when the BIP 11g application started up with the baseline. 
Then tried to run after upgrades and the Admin Tab was missing. 
Went back to the baseline and the Admin Tab is still missing. 
It’s as if user id with Admin authority is no longer recognized as such.

Rolled back the deployment and restored to original installation.
Also restarted WebLogic Server and BI Publisher server and still don’t see Admin link there. 
Using “weblogic” user to sign in.

BI Publisher: 11.1.1.5.0
