Cost Roll Up

We currently use standard costing and use the simulated and frozen cost roll up process. The problem we have occaisionally is users run the frozen update before the simulated has completed and this removes the costs from products (sets to zero).

We are currently on E1 9.0. Is there any way this can be avoided using the system?
