Is the Apostrophe character (') permitted in an email address?

An email inbound with following list of valid characters Allowed: ("@,.","a..z","0..9","_","-").

One of our client email addresses contains an Apostrophe character. e.g.  DK.D'silva@bank.com.

Does Siebel allow Apostrophe signs in email addresses or does Siebel have restrictions for this?

My analysis is that this is not permitted. I would have thought that it would be documented in:

RFC 2822: Internet Message Format - http://www.ietf.org/rfc/rfc2822.txt
