Creating regular environment versus JAS/WTS environment

I have a question regarding JAS/WTS environment. When we create regular environment (for example TR900), does the JAS/WTS environment JTR900 created automatically or do we need to follow the same steps as creating regular TR900 environment. Do we need to run the environment director twice, once for TR900 and once for JTR900.Any help/documentation is really appreciated.
