FAL[server]: Duplicate request detected when upgrading to 10.2.0.5, JULY PSU Patch

I opened an SR on this issue. It is a documented bug but there is no fix for it in 10.2.0.5. Never had this issue until we upgraded to 10.2.0.5 JUL PSU patch on both primary/standby. Any one else run into this error ? Basically MRP waits for GAP on standby. A primary log_archive_trace=128 shows it thinks an archive is a duplicate on the standby and the ARC process never sends the archive log gaps to the standby. I tried bouncing the primary archiver processes,setting log_archive_processes to 1 to no avail. The only workaround is too bounce the primary DB
