Core Concurrent Processing - EBS (MOSC)

I am very new to this applications and have an error that states "This request will not be processes because there are currently no managers running that can process it.

This is an error condition.  There are one or more managers difined that can process this request that should be running at this time, but do not apprear to be runnig.
