data fix or code fix

What is the difference between data fix and code fix?

I have a issue when i am going to payable period close,the unaccounted transactions occurred while the transactions are already accounted and transferred to GL and posted,the same issue occurred fourth time,when i asked to oracle they provide me the GDF script to fix the error temporary and the issue is resolved.but i want to fix permanantely
