Security Rules - Include or Exclude?

At my previous employer, I set up simple Security Rules on the Company segment.  If the GL responsibility should only have access to Company values 100 to 199, then I would set up a rule with 1 element:  Include from 100 to 199.

But my current employer has existing Security Rules which follow different logic.  Let's say the Company segment values range from 0000 to ZZZZ.  And an existing security rule limits a responsibility to 3000 to 3299.  That rule was set up with 3 elements:  (1) Include 0000 to ZZZZ (the entire range of values).  (2) Exclude 0000 to 2999.   (3) Exclude 3300 to ZZZZ.

Is there any advantage to this different logic of including all values plus excluding ranges?
