Relationship Flag in R12 - why does it default on all contact types/relationship types?

We are implementing OAB in verion R12.1.2 RUP3 and noticed that for every contact type added, the personal relationship flag is checked and caused any type of contact to also load into the Dependent and Beneficiaries section in EmpSS.  If an employee adds an emergency contact with a relationship type of OTHER, the sytem automatically places this new contact also as a Dependent and that is confusing and frustrating as the employee next goes to enroll and confirm their dependents.  Am I missing something?  I am open to any suggestions.

Additional comments - if I enter a new contact through the forms, the personal relationship flag does not automatically check or enable.  HOwever, in EmpSS, when a contact is added and I go back into the forms to view the contact information, the personal relationship flag is enabled (checked) every time.  So it appears that the difference we see is only in EmpSS.  Any ideas?
