Unable to resrve funds for

Hi folks, please help me out with this issue thats occuring for requisition in Iprocurement, when a user is trying to reserve funds for a PR the following messages are displayed and even after trying to override and reserve funds as sysadmin the error still exists. it only exist for PR please help me out with this issue, this is happening very freequently we are using version 12.0.4  
Reason for Reserve failure is:
You can take one of the following actions:
1. You may try to override funds reservation failure from this notification (Please note that override will succeed if allowed by the Budgetary Control Setup).
