Failure 1 contacting CSS daemon in ASM

Hi ,

I upgraded the oracle home binaries from 10.2.0.4 to 10.2.0.5 in linux platform. It is not in RAC

All the databases are in ASM.

after that I trying to start the

[root@giabiap1 bin]# ./crsctl start  crs
Attempting to start CRS stack
The CRS stack will be started shortly
[root@giabiap1 bin]# ./crsctl check crs
Failure 1 contacting CSS daemon
Cannot communicate with CRS
Cannot communicate with EVM

It is not coming up CSS . It is showing Failure 1 contacting CSS daemon
Can you please hellp me.

I tried to start this in this way but failed.

[root@giabiap1 bin]# localconfig add
-bash: localconfig: command not found
