Can vanilla BS; "SIS OM PC Service" be used in Public Sector Application?

Hi Experts,

    One of the customers wants to use "Get Next RowId" method of "SIS OM PC Service" (vanilla Business Service) which is used for SIS OM Pricing Calculator functionalities. the customer wants to know if this can be used in

Siebel 8.1 Public Sector Application?

Is there any limitation on usage of this BS?
