AWE - Creating Change Orders for PO's Prior to turning on AWE, PO's are being set to Pending Approve

Problem Description: AWE - Creating Change Orders for PO's Prior to turning on AWE do not get submitted into the process and the status is set to Pending Approved. The PO's do not have an approval route nor can they be approved within the old virtual approver pages. If you have encountered this please let me know what your solution was.
