How to see Related Items (e.g. Supersedes) on SO Lines when Item is not Customer-Order Enables?

Items that are not Customer Order Enabled are not available to be entered on SO Lines. However, some of these items have supersede information that Order Entry personnel need to view. Since the Item is not COE and not available on to enter on SO line, the Related Items and supersede info cannot be viewed. Is this expected functionality?  How can we work around this? 

Our current 'best' solution is to leave the item as COE at the Item Master level, but at the org level. the item is unstockable, not transactable and not COE,   This allows the Related Items to be viewed, but item cannot be shipped.  But is there a better solution?
