Non-Labor Bill Rates

While defining Project Templates, I keep the option of 'Non-Labor Bill Rate and Discount Overrides' checked so that user can over-ride the Non-labor Bill Rates on each project. I am using 2 Non-Labor Bill Rates schedule, one with IDR, which is also the Functional Currency of the OU and the other with USD.

On the Template I have provided the Non-Labor Bill Rate with USD. When I create a Project and over-ride the Non-labor Bill Rates, the currency appears IDR by default, whereas USD should appear as I have attached the Non-Labor Bill Rate schedule with USD. The currency field is uneditable.
