Receiving Error 070S / Life Year Invalid when running the R12855 Compute Depreciation

During our FYE we are running R12855 but receive the 070S / Life Year Invalid Error message.  A review of the KG I found a document which defines the error and describes the resolution as the following?

A valid life year could not be found on the depreciation rule. Review this rule in the Depreciation Rules Revisions (P12851) and ensure a value year is setup for this assets current year.

My questions is where is the "value year" attached to and where can it be changes at the Fixed Assets Master Level?
