Concurrent Manager slowness and causing heavy load on the CPU

Hello Experts,

I am seeing the following error message almost for all nodes in Internal Manager logfile but managers are up and running.
Internal Concurrent Manager found node  ???? to be down. Adding it to the list of unavailable nodes.

I also noticed the below 3 queries (seems to be Standard Oracle code) were identified as part of the slowness
causing heavy load on the CPU.
They have millions of executions in 2 hours.
