MOD user licenses and CRMOD user licences

Hi, we want to have double the amount of users in "On Demand Marketing" than in CRMOD, as users need to first login to CRMOD does this mean I need the same amount of user licences in CRMOD as I do in Marketing On Demand ?

if this is the case, its a bit rubbish.

any advice would be much appreciated
