SCAN ISSUE (We have not any DNS server available for configure the Oracle RAC SCAN functionality)

Dear Expert
We have to deploy the Oracle11g r2 RAC  in windows 2008  Client Production site.

We have not any DNS server available for configure the Oracle RAC SCAN functionality.
Kindly provide the suggestions and solutions the same.

What we have tried is we provide an entry in both nodes /etc/hosts

10.1.80.141  rac1
10.1.80.142  rac2
#PRIVATE
10.193.143.10 rac1-priv
10.193.143.11 rac2-priv
#VIP
10.1.80.146   rac1-vip
10.1.80.147   rac22-vip
#SCAN
10.1.80.148    rac-SCAN

Then cluster installation is successful but when we check resource

it gives scan running on only one node not on other node

srvctl config scan
SCAN name: rac-scan, Network: 1/10.1.0.0/255.255.0.0/Public
SCAN VIP name: scan1, IP: /rac-SCAN/10.1.80.148
