Looking for white papers on Shipping Exception setups

I need to setup something that will stop the shipping personnel from ship confirming if a certain customers shipment has not been 'Packed' in Oracle shipping.  Initially thought that a custom Shipping Exception could be utilized for this, but have not found much detail on 'How to" create the exception.  Any thoughts on this topic would be greatly appreciated.
