Blankets/Releases vs Global Agreements/Standard POs

It is my understanding that Oracle is trying to move away from blankets and releases towards global agreements and standard POs.  Is this true?

My users want to move away from global agreements/standard POs and implement blankets and releases.  They say the suppliers are getting confused with all the new PO numbers and are having a hard time keeping track of them all.  I tend to agree.  Currently we only have 1 operating unit.
