R07500 Not Updating the Tax Area Profile table

We are trying to process the R07500 to update our Tax Area Profile table and although we get a report that indicates the number of records updated, the records are not written in the Tax Area Profile table.  In our processing options for R0500, we have set to update the changes.  Has anyone experienced this and if so, how did you get it to update the Tax Areas?  We do not want to continue to update that table manually if possible!
