Application of Mulitple Modifier at given time period

Hi,
Case
Promotional Offer 1
Buy Item 1 and Item 2 together and get 10% Discount.

Promotional Offer 2
Buy item 1 and item 2 together and get 50 Discount.

This is for the test case. Both are in active and automatic status.

Now when i am creating a sales order it is calculating both the Modifiers.
i.e.
Item                   Original Price                 Price (After Saving SO)
Item1                 10                                     4
item2                 20                                     8

This has taken into account both the modifiers together.

Is there any way to application sequence the Modifier which is to applied?
Example. Apply only Offer 1 not 2.
Or for this we need to make status as automatic unchecked and than put manually in SO line.
