RMA - cannot book order

Client copied an order, order line for a return - when trying to book the order the following message is encountered

'Quantity cannot be greater than original ordered quantity'

I checked the original order line, invoice and the copied rma line and the quantity is the same for all records.   The client has been doing RMAs by copying order lines for years this is the first time they have encounted this error.
