Manual Withholding Tax lines

Dear Gurus,

I Entered a two lines in invoice work bench. First line consits of item and secondl ine relating to withholding tax.

Invoice amount = gross = 12000

Item  (line 1) -12000

line 2 - Withholding tax - Negative amount 2000.

Invoice validated propelry but done see the withholding tax invoice against tax authority. Is that the intended functionality.

Please help me.
