Can an external production plan be loaded into the Planning Data Store (PDS) via xml or flat file?

Is there is a way to load an external production plan which was generated by another system into the planning data store (PDS) using xml or flat files.  Once loaded into PDS, it could be viewed in ASCP or sent to APCC like it would be if ASCP had created it.
