Error while installing Patch 8.1.1.5 SBA for Enterprise Server

I have installed Siebel 811 SBA Enterprise Server on Windows 2008 R2 64 bit Server. Gateway, Siebel Server and Web Server are on the same host machine. When I am trying to apply 8115 patch for Entrprise Server. Error is shown that Patch is associated with a product that is not installed on target machine. I have checked vpd.properties and 811 is shown in that file. Also base.txt shows 811 version. Another observation is I am able to apply 8115 patch for Siebel Web Server Extension Successfully

If anybody has come across this issue or have suggestions please let me know
