Defining layout for custom integrator - You do not have permission to access this functionality

I am getting the above error when trying to define layout for a custom integrator using web adi integration manager responsibility in 12.1.3 for an Oracle Assets owned integrator.

I have the profile option "BNE Allow No Security Rule’ to Yes for my user id


please let me know if I have to do something to fix this from a set up standpoint
