RMAN maxsetsize not working properly in 11g?

I have been testing the RMAN maxsetsize parameter and can't seem to get it working properly.  I'm doing a parallel 2 compressed backup as the test.  The two largest datafiles in the database are 9GB each in size, with about 8GB actually used in each.   If I backup the database using maxsetsize of anywhere from 10G to 15G, RMAN allocates both of those datafiles to the first channel, though obviously that is more than the maxsetsize.  If I set the maxsetsize to 9G, it fails with RMAN-06183 stating that a datafile is larger than the maxsetsize.  So it appears it uses
