Shipping Charge Issue

 We have scenario where "Shipping" modifier is not working as intended when the sale price is modified by another "Discount" modifier. The requirement is to setup "Tier"ed Shipping charge based on Order Total.(1) Order Total upto 100, shipping = $5.95
(2) Order Total more than 100-500, shipping = $7.95
etc..

I set this up as a Pricing Modifier of 
Type  = "Freight and Special charge List"
1st Line
Qualifier Context = Volume
Qualifier Attribute = Order Amount
Operator = Between 0 to 100

Scenario : I want to create an order with order total is < 100  
(1) I added an item with list price = $50, Order total including tax is around $55. The Shipping charge shows up correctly as $5.95
